n order to strengthen medical quality management, continuously improve medical quality, ensure medical safety, actively innovate the management mode of public hospitals, and improve the level of medical service capacity, the inaugural meeting of the Medical Management and Evaluation Branch of Sichuan International Medical Exchange & Promotion Association (SCIMEA), sponsored by SCIMEA, was successfully held in Chengdu on April 16, 2023.

The opening ceremony of the meeting was presided over by Prof. Wu Hong from West China Hospital, Sichuan University. Mr. Li Dachuan, Deputy Head of the Bureau of Medical Administration, National Health Commission, Mr. Li Bing, Director of the Division of Medical Administration and Management, Health Commission of Sichuan Province, and Mr. Shen Wenwu, Deputy Secretary of West China Hospital of Sichuan University, attended the meeting and delivered speeches one after another.

On behalf of the Bureau of Medical Administration, National Health Commission, Mr. Li Dachuan, Deputy Head of the Bureau, expressed his congratulations on the convening of this meeting. Li said that the establishment of the Medical Management and Evaluation Branch of SCIMEA is of great significance to promote the high-quality development of public hospitals in southwest China. He hoped we can take this opportunity to further promote domestic and international exchanges and cooperation in the field of hospital management in Sichuan province, to play its role in influencing the surrounding areas, and to contribute more to the high-quality development of public hospitals. This meeting is closely related to the main line of high-quality development of public hospitals, focusing on the medical service capacity and operation management level of public hospitals, which has important academic value and practical significance.

Director Li Bing pointed out that in recent years, the decision and deployment of Sichuan Provincial Party Committee and Sichuan Provincial People’s Government  focused on the sore points and difficult points of the people’s medical care, emphasizing the three changes and three improvements to formulate the implementation plan for the high-quality development of public hospitals in Sichuan province early in China, and launch the high-quality development promotion actions of public hospitals in the province. Li hoped that in the future, the role and advantages of the Medical Management and Evaluation Branch could be given full play, further uniting and organizing medical management and evaluation professionals around the province, forging ahead, conducting scientific innovation, exploring new management models and improving the medical evaluation system.

Deputy Secretary Shen Wenwu said that for 130 years, West China Hospital has been effectively enhancing the sense of responsibility and mission, always fighting on the front line, and actively promoting the high-quality development of public hospitals by closely centering around the central task of the new era and new journey. The Medical Management and Evaluation Branch will better serve the development of medical and health care in Sichuan province, provide a professional academic platform for the innovation and optimization of medical management and evaluation concepts for medical institutions at all levels in the province, and provide a window for external communication to convey the “Sichuan voice” and “Huaxi voice” of medical management and evaluation.

The first item of the inaugural meeting was a preparatory report by Prof. Wu Hong, one of the initiators of the Medical Management and Evaluation Branch of SCIMEA. Prof. Wu Hong said noted in recent years, the service process of medical institutions in the province has been greatly improved, and the management model of public hospitals has been continuously innovated, which has greatly upgraded the medical services in hospitals at all levels in the province. However, in the face of the huge medical needs, a series of problems still exist in the province, such as complex medical management processes, imperfect management evaluation system, insufficient medical resources and lack of excellent professionals. He hoped that through the establishment of the Branch, hospitals at all levels will jointly exchange and discuss advanced medical management and evaluation systems, innovate management methods, improve medical services, and promote the long-term development of medical management in the province.

Later, Mr. Tong Yubo, Director of Academic Conference Affairs Department of SCIMEA, organized the election of the Branch and read out the results. And the leaders at all levels of the Branch were elected at the scene according to the election provisions in the Articles of Association of Sichuan International Medical Exchange & Promotion Association. As a result, Prof. Wu Hong was elected as president of the Branch, 9 experts including Li Dajiang and Huang Haibo as vice presidents, 33 experts including Zhang Wenli and Yin Jun as members of the standing committee, 69 experts including Chen Juan and Chen Yan as members, Li Nian as secretary general, Li Qian as deputy secretary general, as well as Liu Yu and Wang Ying as secretaries.

The newly elected president Prof. Wu Hong spoke on behalf of all members of the Medical Management and Evaluation Branch. Prof. Wu Hong said that medical management is the implementation organization of medical quality and medical administration, and the construction of a healthy China is not only about people's well-being but also about the long-term development of the country, which is of strategic importance to social stability and high-quality economic development. The establishment of the Medical Management and Evaluation Branch aims to build an academic exchange platform for Sichuan hospital management, unite the strength of medical institutions at all levels, focus on new directions, new trends and  new dynamics of medical management, innovate medical service models, promote medical technology innovation, and advance the fine, smart process of hospital management, and achieve comprehensive high-quality development of public hospitals on the basis of solid medical quality and safety.
